Dear Governor Whitman,

In 1983 the United Nations arrogantly designated the New Jersey Pinelands an International Biosphere Reserve without the knowledge or consent of the people of New Jersey or the representatives they elected to municipal, county, state and federal office. Recently the United Nations Educational, Scientific and Cultural Organization sent detailed questionnaires to all International Biosphere Reserves, in order to "help identify and overcome the shortcomings of these sites so that they can play a full role in the World Network."

Please do not complete the questionnaire. You have no authority to deal with the United Nations either through the U.S. State Department’s Man in the Biosphere program or otherwise.

Please send me a copy of the (blank) questionnaire and all correspondence and memoranda pertaining to this matter. Should you decide to complete the questionnaire please send me a copy. Because many of the 700,000 residents of the Pinelands—not to mention the hundreds of thousands in the surrounding area— may be adversely affected by any "shortcomings" the questionnaire may "identify", I respectfully request that you attest that the copy of the questionnaire is a true copy that includes all memoranda of understandings (MOA) and secret agreements.
